Megacorps for Matter Decompressor, Interstellar Assembly, Strategic Coordination Center and Mega Art Installation.
It is likely that Habitats is a prerequisite for this technology, but its not going to come round early game. I also think that Citadel technology is a prerequisite because in all games I have had ME appear, I have had Citadel technology researched. It could also be linked to Titan/Ion Cannon technology because like Citadel, that has also been something I have researched prior to getting ME to become available.
Having these technologies is a theory, don't quote me as saying these are absolutes.
Once you have ME, the specific buildings will start appearing in your tech trees, I haven't gotten deep enough yet to acquire Galactic Wonders, but I am going to presume that once you have GW, those options will also have to be researched.
This may be why then, it's just never appeared in my tech tree..
They changed Megastructures in the 2.3 update. Now you have to get Megaengineering as an Engineering tech, which unlocks the various "big space station" megastructures as technology options (Sensor Array, Strategic Coordination Centre, etc). Once you have one of those megastructures fully-upgraded, then you are allowed to take the Galactic Wonders perk, which unlocks the tech options for Ring Worlds, Dyson Spheres and Matter Decompressors.
