How can I unlock it?

go to
C:\Users\<yourusername>\Documents\My Games\WoolfeTRHD\WoolfeGame\Config
open the file WoolfeEngine.ini with an editor
search for these lines:

bSmoothFrameRate=TRUE
MinSmoothedFrameRate=22
MaxSmoothedFrameRate=62

That means 62 is the max framerate you will get.
This is what I use for my 75hz freesync monitor:

bSmoothFrameRate=TRUE
MinSmoothedFrameRate=50
MaxSmoothedFrameRate=75

You can also try to set smoothframerate from true to false.
