there is a "bug" in how the consumption is displayed.
In the savegame, you are storing electronics. This means that 10% of your production is stored instead of being available to your population. This leads to a few districts not having enough goods.
Because of the way it's currently displayed, this does not become clear. We will change this with the next release.
