the game's AC does not require elevated system privileges over other games, a separate install, or to be active at system start
it can be kernel level, simply by operating at the kernel level in your system, it doesn't need prio over other games explicitly, nor does it need to be active necessarily on boot, although that is mainly how kernel level/root level AC's go, at least the most efficient way. Some are just required to be run during the game, while still being kernel level in it's access. Take that how you will, or anyone else reading this, I'm not preaching against kernel level AC's, but it is good to be aware of how and when they operate.
OP's question is 'is the AC like vanguard', to which the answer is no

EDIT: after re reading I still think that OP was indeed asking if the game had kernel access in general, and then if so what type of kernel access, so when you said it doesnt mean what they think it means, i think i got confused, because it seems they understood what kernel level meant
