I will turn off tessellation to see if it improves anything.
I did read somewhere that a recent update caused this. Is that true?

But if tessellation makes no change that's a good sign, then it's optimization of the current live build and not some aversion the software carries against your particular setup.
I wonder if they've been tinkering with something on their side (since its all online).
You could validate your theory if you spent time during offline play and monitor it to see if your issues still occur. If they do, then it isn't an online problem but most likely local to your machine.
Keep Cloud Saves turned off.

Why should cloud saves be turned off?
That way any old files in the cloud are not added back into your install.
