DO THE FOLLOWING:
Download NVIDIA Inspector from http://www.guru3d.com/files-details/nvidia-inspector-download.html.
Extract the rar anywhere, and run nvidiaInspector.
Click on "Show Overclocking" in the bottom right.
With the new Overclocking options, we're going to click on "-20" under both Base Clock Offset and Memory Clock Offset.
Once both offsets are showing "-20 MHz" you will click "Apply Clocks & Voltage" and you'll now be downclocked.
You can do this before you start the game or even while it's open. The settings that you apply will remain that way until you hit Apply Defaults.
Ive done the following:
Disabled AV
Disabled Graphics Card - Doesnt work for me cause im on a desktop so it requires a restart, however when I ran just off the on board... at least social club came up saying cant detect direct x 9

What video card do you have?
Go to:
My Docs/Rockstar Games/GTA V/
Open settings.xml and find "<DX_Version value="2" />"
Change the value to 1 (Direct X 10.1) and start the game.
