The are only a few games that have gone cross platofrm with the Play Station mostly. DC Universe Online and the new Street Fighter game coming out.
We may see cross platform with the Play Station and PC if Street Fighter does well on this platform I think. The only problem is that Fighting games aren't that big on the PC compared to fps's and Moba's.
Actually the console users will have the upper hand due to aim assist.
You do know people can get mouse and keyboard working on the play station 4. It does take some tinkering but is by no means hard to do. I heard some peopel say that some keyboards they've used are near enough plug and play.
Actually, you're wrong about that. Cross-platform is fairly common now-a-days especially in the Mobile Gaming World and it is more frequently being used by several systems more often than you'd expect or even begin to think. I could name at least 100+ games without even trying.
I agree it's not so much with Xbox since they're pretty closed circuit on that for this with consoles though there are a few but not as many as across other systems.
Additionally, now with the release of Windows 10 I am highly convinced that will change even for Xbox as well.

Other then that as far as anything else goes it's fair game and pretty much up to the developers even though I do agree it's unikely for GTA V though Rockstar could do this if they wanted to though I too seriously doubt that part...!
I think you are slightly exaggerating how many proper cross platforms games at least ones people would want to play.
Half the time when devs say they will try and make something cross platform they are blowing smoke out of their arse.
If it is so much easier why isn't Gear of War going corss platform?
And there is no reason the platforms could not communicate with each other.
They just need to hook up the different server networks with each other, and that's it.
No fancy code rewriting necessary.
Just like they did with the servers for each platform (There isn't just one server per platform, rather a whole server network per platform).
The game servers are not owned by Microsoft or Sony, but R* is the owner of the servers.
XBL and PSN are just login and firewall servers, nothing more, so there is no need to hook those up.
When you play GTA V Online, everything else goes trough the R* servers and rockstar social network as additional login server.
The only restriction is that in some lobby's there can't be more than 16 players online, because xbox 360 and ps3 consoles don't support it.
So yes, it is possible and not that difficult to implement, but Sony and Microsoft don't want that to happen, due to the console war that's going on.
Therefore the gamers are screwed basically.
