GTA V - Properties -> Local Files -> Open Location of gta V - Find GTAV.exe and GTAVLauncher.exe and run in Windows 8 combability mode.

So, I found some solution again, it said I need to check x64*.rpf MD5, see if it matches the one that works or not. So I did that, and everything matches. But the game still don't wanna to launch.
Found another solution, and it's working! Mine problem is simple. I feel kinda stupid to didn't know about this before. I need to install Media Feature Pack update for my Windows 8, and after that the game running perfectly :D
