unable to play gta 5 after reinstalling windows

i tried turning onedrive on, verifying integrity, reinstalling directx, reinstalling the game entirely and nothing has worked so far. it just quits the immediate second it's done loading

Try this
It's the first thing I try and solves many simple issues.

Use the WINDOWS (control panel) uninstall to remove both the R* Launcher and the Social Club. It can make a difference from just deleting them even if you've done it already.

Then do a reinstall of the Social Club from the R* social club site and log in.

Then reinstall the launcher and it should ask you the permission prompts.

Then try and launch the game from your STEAM Library.

You might try to verify the local files before doing the above, but I usually just go straight to the above steps first.

all that goes for an un-modified install

I had the same problem, the same crash log, and only thing that worked was to reinstall windows.

Log also throwing a c00007b error.

Common on N/KN windows missing media feature pack installs.

Normal windows with problems with those same files, missing media features/slim installs.
Can check windows options, or try sfc /scannow but since you just reinstalled windows (whenever that was...), who knows.

Directx9 issues - also something that simply 'reinstalling' directx9 doesn't fix many times. You may have to dive a little deeper and manually strip them out, and reinstall them. Some directions in the link - scroll down to #1

Can also have various problems if you've put files 'into' the gtav folder to fix other problems and either use wrong ones, or forget about them after os updates - as uninstalling/reinstalling gtav doesn't remove them - needs manual removal. Simply show file extensions - delete anything NOT a folder and NOT a .rpf - verify game file integrity.

Log also shows cloudsaves as on - I would turn it off and rule those out too.
Open my docs / rockstar games / gtav / profiles / <profilename> - delete clouddata file.
Test, use local when asked.

There is also c00007b while installing, or problems with vcredists, or mandatory aslr interfering with things, but those generally don't let you get ' into' the game - from the first post, it sounds like you are. There's more causes, and potential fixes, but the above is the more common.
