#Out of game memory. Please reboot and restart the game.
If you you have hours - what has changed? Game just updated? Redone OS? Mods? Drivers? You've already restarted the pc - right? Or... New user? Mod user? Answers here for everyone. -.-
I'd use DDU ( google is hard [www.guru3d.com] ) preferably IN WINDOWS SAFEMODE to uninstall your gpu drivers - and clean update/reinstall them. (this is NOT using windows to update them - this is you using google to download them directly from the nvidia/amd/intel and installing them (or reinstalling via geforce experience if you use that... stuff - AFTER DDU). Doesn't matter if everything else works or not. Do it. Rule it out. Be methodical. This is the most common fix- especially if you already have playtime / haven't "used" mods.
(yes, some amd users cannot easily ddu - uninstall/reinstall/update gpu drivers)
Rollback, or even downgrade your drivers are possible options too.
Have you used any other mods/etc? Remove'm all. Everything. Think you removed them all?
(Have mods and DON'T want to remove? Still - verify the game works vanilla - see bottom)

And to be thorough - I'd rename my documents / rockstar games to rockstar games-old.
(this temp removes your save games, settings files, etc etc - again, ruling stuff out)
Then exit steam, rightclick steam, run steam as admin - and try again.
When it asks to use cloudsaves - do NOT - rule those out too.
------Other things that might cause this - far less frequently------
Verified cache? (sometimes installing isn't 100% correct) Preferably after verifying no mods.
Multiple gpus/onboard gpu? Temp disable it - either in device manager / BIOS.
Make sure you are using the correct gpu if on a laptop via gpu control panel.
(or if you have multiple gpus... /facepalm). Doublecheck the plugs in back too incase pc moved, your house maid vacuum bumped it and plugged it back in wherever, you get the idea.
Any additional background audio/video/overlay/recording programs? Stop/disable/test.
Fiddling with virtual memory/pagefile settings works sometimes (possibly outdated - where the error pops up is important in sorting that out) - as long as you keep it in some form. Test system managed - test custom. Double your ram size - tinker. Removing the virtual memory/pagefile might/will cause more problems. MAKE SURE TO RESTART PC AFTER CHANGES. -.-
I'd open msconfig services. Hide ms services. Disable rest. Same for startup apps. Apply and restart too. (not rockstar games library service)
Possibly also - reinstall vcredists and directx from gtav/_commonredist folder too - cover the bases. (now in steam/steamapps/steamworks shared) Edit - and after launcher update, also in prog files / rockstar games / launcher / redistributalbes - or wherever you ultimately installed the launcher to.
**** Regarding the desire to not remove mods. Use the above instructions to move anything NOT vanilla - to a backup folder - and test GTAV as VANILLA ANYWAYS. If it works fine, and the problem can be directly caused by mods - start with checking into using an updated/modified gameconfig.xml or other mods like headadjustor or packlimiter (read your mod pages for troubleshooting tips -.-) to increase certain limits ingame. Again - this section is for IF YOU USE MODS AND DO NOT WANT TO REMOVE THEM / WANT TO CONTINUE USING THEM / etc. If you are NOT modding you DO NOT use this stuff.
Have used this info to personally fix *almost all the instance of teamviewer'n in to see/do this stuff myself. *a couple went away/disappeared after needing to go to dinner/etc - either worked/unfriended/hit by a meteor and never returned - no clue. Regardless... I 'can' teamviewer to do this - but preferably not if you are functionally capable of doing it.

edit - Be aware, this was originally posted in 2017. Hardware, drivers, OS, game updates, garbage background apps, etc - all change. There could be any new variety of causes for this issue. Fun stuff. Thanks.. well.. everyone.

the DDU thing, 3 times.
installed DirectX, vcredists, didnt have it in any of the folders you mentioned so downloaded the latest one.
I tried removing the files and verifying them.
I did not work so I completely re-installed the game. Still wont work
Before the re-installation I tried some fix from a youtube video where i needed to alter game files, and then realised i might ban me from GTA:O, so I skipped that, and re-installed.
Now im kinda out of idea, had a feeling maybe it was the latest Nvidia driver that caused it.
