Never have had it happen that it's after release on Steam.

Not my experience. My experience is at best a couple minutes before release.
That could certainly be annoying back when preloading was something I felt compelled to do, but fortunately DQ3 is only ~9GB so most people with decent connections won't have to wait long.
I didn't get my key till the second it released on Steam. But there's also other games where I'd get my key a few days before. It really does vary.
