Usually it's anywhere from just under 24-hours to an hour before release.

Never have had it happen that it's after release on Steam.

Not my experience. My experience is at best a couple minutes before release.

always just few mins before release for me or some games even an hour later

In my experience (using them for over a decade now), it varies quite a lot. Sometimes they come out up to 24h early, sometimes they're an hour or two late. On average though, they tend to come out pretty close to release time.

That could certainly be annoying back when preloading was something I felt compelled to do, but fortunately DQ3 is only ~9GB so most people with decent connections won't have to wait long.

This is pretty much what I've experienced. Except for after the game has released. Maybe today will be the first for that.

This happened when I bought Star Ocean 2 R from there as well.
I didn't get my key till the second it released on Steam. But there's also other games where I'd get my key a few days before. It really does vary.
