How do you learn the boarding skill?

I am level 15, and have learned all of the level 1 technology at my base. I have the quest that says gain Captain level 2 and boarding level 1, and to talk to my shipwright (Laoshi (sp). but talking to him doesn't do anything. He just built my first level 2 ship for me, but I still cannot board any ships. it keeps telling me to learn boarding. i am totally lost. any help would be appreciated.

finally figured it out. I had no clue clicking on my guy on the crew window did anything. oh well.

When you go to board always always take out the driver before the last gunner. If you do not the driver runs away you will not catch him early game.
