Metal Vessel Expert bug?
It seems like, unlike Ironclad skill, that Metal Vessel Expert seriously reduces the speed/power in a hidden stat. All the ships seems to have a hidden individually stat/multiplier relating to power/mass that already makes it confusing enough. And this skill affect this one too.

Why do you think that? Did an unchanged boat move slower when you took the perk?

Yes, friend and I got the same skills besides this. And there is a huge difference in boat speeds. Same configs else.
