Buggy Quest so cant research T4 (Friendly Prototype)

I have this quest "Friendly Prototype" and i talked to the twins.
Now the system doesnt counted the queststep that i talked to the twins
and now he wants me to speak to the twins but the twins doesnt speak to me
because i spoke before to them and the system doesnt recognized this.

Can i delete this quest to start it again ?
Doesnt found an option to delete the quest.

This is not a bug, this is not anything they solved. For anyone else that sees this thread simply put you have not done enough of the Main Questline to advance the Base Progression Questline.
I made this mistake personally and Dev was kind enough to set me straight as I think the OP likely was.
