I think the grind for fiber is a little extreme

Maybe I’m just low on Intel but the highest I found dredging is 20-30, usually 10 on average, am I missing something?

Yes, you are. There is a pirate spawn (I don't remember where exactly anymore) that spawns a particular type of ship (I think it was Snappy Patrol boats, and they only have that loadout at that particular spawn) that when boarded, gives you plenty of a particular type of shields which give you plenty of fiber (and rope) on dismantling. Dredging for fiber is pointless

best I could find was A:5: next to light house the a fleet of pirates had plastic sheilds gave 16 fiber on tear down I was able to get 1k real quick, there was a video showing snappy patrol boats dropping scavenger shields in E:22 that location was empty,I found some far east from there but they only carried decorations so they might of changed some things in the update

You need "Scavengers' Big Shield". One give 16 fiber and 8 rope
If I recall correctly spot on D19 or H21 is suitable for this
