After Update: Vigilant Patrol Boat speed bugged

Last update broke the Vigilant class.
The boat (inclusive structures) is only half as fast as before the update.
The only benefit of the class is gone, its useless.

Whats the fastest hull now?

Yep, I was getting a cruising speed of 90 now I cruise at about 55/56. That's terrible. It DOES handle better but it's not worth it at the cost of that much speed loss.

Larger intakes got heir power reduced. Largest one went from 240000 to 72000 so yeah boats that relied on intakes got their speed halved. I went from 160 to 85ish
