For example boarding 3 skill says "the highest difficulty", implying there are no more potential levels of that skill.
Yes, i've seen, and so far it only tells you that you can potentially unlock 41 skills out of 60 at max level. There are players of level 30+ already, and nothing changes for them currently.
Remember the time when we had no access to tier 5 vessels, but they existed and were seen in the game? Why would they not use and hide tier 6 vessels then?
Keep inhaling your copium, but so far harsh truth would be that you're consuming game content at a faster rate than the creators intended you to and they can't keep up.
I'm not saying tier 6 is impossible, but IF it gets added to the game — it would take a pretty long time, no less than a year. So it's foolish to rely on this yet.
More Tier 1 is unlikely, they're pretty pointless, the only capturable one currently is Garpike, it's worse, and it's intentionally made hard to capture.
You need to attack 3 cirkel or objects. Or steal a crate from island and hold it some minutes. Winning team get medalions or building points.
Some of this wouldn't 'fit' in the game world. Having 'ships' rather than 'boats' implies a level of industrialization that doesn't exist in this world. Our shipyards slap stuff together from spare parts we find, we build simple processing units that convert, say, copper scrap into copper plates and the world doesn't seem to have the technology to do much more than that. Jared's ship and the dread reaper are obviously held together with spit and baling wire.
Basically for most players, progression ends at Burdocks V hull.
Suggestion: Let us capture quest boats that the player can normally capture. Like the T5 Glare rocket boats that spawn with the Silver Fleet Group quest. This is still very challenging but doable with some tactical play.
Otherwise they've practically alienated their casual crowd.
The world is also too small. Just two T5 hunting grounds, a few T4s. All of which can be held down by a single player in a T5 fully upgraded boat making it impossible for anyone progressing to capture them.
Literally the game's been designed to not be sustainable and to weed out most players towards the high end game. Which is fine I guess since the Dev has their money already given it's a buy in.
