Blurry Graphics - Can this be changed?
Can you turn the blurriness off or adjust it in any way? I hate that everything looks out of focus in all the video I've seen of this game.

Unless there's a way to edit some ini or setup file, no. Only graphic options really is Resolution and Vsync.

There is no ini file to edit, like most unity games it only uses registry entries. I was able to disable chromatic aberration editing the registry entry, since the ingame option only lowers it, but setting the blurriness to false didn't have any effect.
If you want to try it's under Computer\HKEY_CURRENT_USER\Software\Studio MDHR\Cuphead\

I tried changing the setting "color bleed" to the lowest and that seemed to make it less "blurry" (seemed to remove visual ghosting)

That's their name for chromatic aberration, it lowers it but doesn't remove it completely.

The gameplay looks interesting for sure but I can't watch the videos for more than a few minutes the blurriness bothers me that much so I don't see any reason to buy it.
Does the color bleed option have anything to do with this?

When you say blurriness, do you mean the chromatic aberration or something else?

Yes I guess that is the technical term for it. The second image does look better, but it still feels like I'm looking at an out of focus CRT and I HATE that.

While there is no way that I've found to get rid of the blurriness effect, the adaptive sharpness filter from reshade works fine to mostly get rid of it https://i.imgur.com/6bN9dCi.jpg open it on a new tab so you can see it at 100% zoom.
You can strengthen the sharpness filter even more, but I think that looks nice enough.
