I have anecdotal evidence to the contrary. I have missed shots that I previously have hit, and vice versa; it's all about sample size. For example, taking 4 80% shots in a row in the exact same position, to the exact same target, does, in fact have a decent chance of turning out the same.
In short: Not true.
I reloaded two times to get a 70% chance shot my grenadier just missed, and it worked with the third attempt. #illuminaticonfirmed
Actually the only thing the Long War guys did to the RNG is remove all the code that cheats in your favor, and made it a Second Wave option called "Cinematic Mode".
Small sample sizes prove absolutely nothing. Sitting down, and doing the same statistical shot about 500+ times is the only proof of the RNG working well, or being off.
