In the top corners I put my lab and the GTS schools, since non need for engineers. I usually save the power coils for the PSI lab and the end game thingy that is escaping me right now. Reason being is that power coils make those cost ZERO power, but if you build a power relay on a power coil then it's only a +7 power. The PSI lab upgraded costs more than that.
Then spread out the rest as needed.
As far as build order goes, that's up to you. Build what you need and what you can when you can. Also I've heard a lot of people skip the lab, but lately I've been building them and not only do they increase your research speed but they also seem to increase the chances of breakthroughs which can be a HUGE bonus. My Skirmisher is dealing stupid amounts of damage due to his bullpup getting boosted. I've been able to build a lot of stuff at half cost as well.

Also you can usually get away with building only one power relay and resistance comms because there are new ways to get power and contacts. This makes room for the new facilities.
