If I remember correctly. theres also a way to remote control the STEM so u can activate it without making people sleeping in the bathtub...
IF Mobius can do that, (or at least can make that).. surely they can control the world by using their mind... maybe thats what Administrator wants all along.. But Ruvik only wanted to unite with his sister, thats why he created it?.. but Mobius has a different agenda, thats why they've been using Ruvik to develop it???

Bad English? I understood everything you typed perfectly fine, and your assessment is spot on, thats what I took from it after repeated playthroughs.
Ruvik conceived the machine and then planned to build it but Mobius stepped in and killed him only to be forced to use his brain as the core of the machine as Ruvik's designs were tailored specifically to his brain. Mobius are likely only studying the machine in the original game.
The sequel doesn't explain what the machine was for in the original Evil Within because what the machine is being used for changes depending on the user. The machine is a shared consciousness machine in both but it is doing something different in the sequel.
In the sequel the machine is a means for Mobius to control the entire population of the world by placing them in the alternate reality of Union. STEM is not wireless in that game, everybody is in pods but the end goal is to eventually send a wireless signal worldwide once the group have enough people in pods. Pod people boost the STEM signal strength in that one. Mobius members with chips would be unaffected by the signal.
