Doesn't look like you can get a Steam key for any Rockstar games via GMG. So that's probably why you can only get this for Epic via GMG.

Steam needs to pay attention, Rockstar just f'd up the launcher so bad, this game, gta v, 4, and rdr 2 all no longer will start. THIS is what WE need too, because these stupid companies are so damn greedy nosy, and paranoid, and it is making our experiences awful because of these required and forced third party launchers.
