Willamsburg arms deal bug - T-POSE Bug

Just experienced an issue when completing a arms deal side mission in Williamsburg. I defeated the bad guys in a side street, but noticed that the mission wasn't complete.

After noticing that there was a red dot on the map on the main street, I saw obvious reinforcements but they were all stuck in T-Pose positions not moving. Attacking them caused the game to correct itself and I was able to complete the mission.
