Navigate to the game's folder in steam -- it can be found at Program Files / Steam / steamapps / common / Quest For Infamy.

There, there is a winsetupQFI.exe Click it. Change the Window Style to "Run in Full Screen". Do NOT mess with the resolution. Do NOT click "Save and Run". Click just "Save". Then go back into steam and start the game as you normally would.

"winsetupQFI.exe is not a valid win32 application". What the?.. Is it Win7+ only? (I'm on XP)

What resolutions does it support, anyway? I've tried editing the config file manually, and it seems that some very odd values (like 1920x1200, obviously unsupported by a 1920x1080 display) are there, but classic (for 4:3) 1024x768 isn't?! Come on, what kind of GPU's was this tested on?

Aha, winsetupQFI has troubles with XP at times. Try using just "Winsetup.exe" - make sure the box that says "run in a window" is unchecked, and change graphics filter to 2x. This should run it in full-screen for you.

Ah, thanks, that helped. The UI's a bit confusing, because most of the time we select resolution directly, not some "filters". Still, I should've paid a little more attention, me being a programmer myself, having some experience with DosBox and all that... :)
Now I've switched to 1280x960 and fullscreen works fine.

The game secures a 4:3 resolution. A tip for higher resolutions that the setup program allows is to edit the acsetup.cfg file and alter gfxfilter=StdScaleX where X is the scale factor from the 320x240 base resolution. I set it to StdScale9 to match my 4K resolution: 240*9=2160, which is 4K)
