Yes, it is using the lower integrated graphics. That was the first thing I noted, so I did open my Nvidia settings and made sure that I manually select to run this game with the GPU. I also right-clicked the executable application and chose Run with the Graphics Card. However, it doesn't appear to do anything.
I was looking forward to playing this game after getting it on sale, but why is Steam still selling it if Windows 10 has so many issues with this game.
Thanks for the responses. I emailed Encore support and they basically stated the same thing with Windows 10. Any chance for a refund?

Some people reported that they had to do this, so that the config shows and saves the correct graphics adapter. So when you start the config.exe after you've chosen this run with... option and it shows the NVidia graphics at the adapter field you should choose 'save' and close the tool. Afterwards you should restart your system. Then you should start the game with a double-click at the game.exe after you've also chosen this run with... option for the game.exe.
Also the game wasn't build for 2k or higher. So you shouldn't chose a resolution higher than 1920x1080.
The game works flawlessly with Windows 10 64 Bit with the Creators Update at my system. So if there's a compatibility problem its at least not a general Windows 10 64 Bit with the Creators Update one.
Thank you so much, yes, I now see that I can choose the graphics card when I run the Config exe with that setting.
However, it's still not resolving the issue.
I think the problem may be this "Creators Update." I just let Win10 update itself so I may have to manually update.

I noticed a thing about this restart suggestion. At least at my system its not something that I only had to do once after the installation on the game. I get this low performance problem every now and then. If I run the game directly after a restart it always works. I've noticed that if I use a download manager tool called JDownloader 2, that Gray Matter always run with low performance (even after I've closed the tool). So there are some tools/programs that somehow set the video driver in a mode (or something like that) that affects the video output of Gray Matter in a bad way. At least that's how I explain that effect to me.
So I suggest to try the following: Set the Laptop in high performance mode (no automatic mode), let as few tools/programs as possible automatically start when Windows starts (especially avoid all non-driver graphics/video tools like special video settings/optimization tools, screenshot/video capture tools and so on) and start the game directly after Windows has been started (with as few tools/programs running in the background as possible).
I ended up finishing with the poor framerate since I was close to the end - I'll prolly look around to see if the movie bits are available online somewhere, since I didn't really get to enjoy those with the stuttering.
