Report a translation problem
The new standard for any gaming PC is 16 GB. While it's a bit more than Skylines will probably need, even modded to the hilt, RAM is fairly cheap (usually it's just about 20-60 USD per 4 GB stick unless you buy the super premium sticks that come overlocked...in which case it's more than that). Anyway, the point is, you should fill up your motherboard with RAM (or if not--stop at 16 GB).
The parts you want to compromise over might be either the motherboard itself (honestly, it's not worth it to buy a Motherboard for 3,000 USD that can support Quadruple SLI or whatever new scam video card companies are pulling these days). Most people only one run GOOD video card. Getting a motherboard that supports more than two cards in SLI mode is way overkill and will make you compromise on things like RAM, which are fairly cheap and should be bought abundance to future proof your machine.
I personnally have 32G w/ 2900 assets and 100 mods. Mem used is about 25G.
64G will be even better if you can afford it.

Even with my specs, I am getting some big lag issues with the FPS sometimes falling below the tens and sometimes freezing altogether (Saying that, I do have 100+ mods and over 2000assets so yeah, a performance hit is exspected! :P. )
I am planning on getting another 16GB so I can play with 32GB. :)
Your RAM capacity of 16GB is only enough for about 800 of your 2000 unpacked assets. The remainder is being written to a page file on your hard drive.
So, as you say, more RAM the better, but also curb your Workshop addiction and try to keep your custom content within your RAM capacity.
I have 32GB RAM but game only uses 12 GB for the actively used assets that are placed on map. It also shoves about 26 GB of unused assets out to the swap file.
Based on personal experience, manually setting Windows page file, ideally on same drive as game (I have no idea why tbh, but it works best this way) to minimum size being same as your RAM and maximum size being 2 x RAM works really well.
