i have the same problem. and it's going to ruin my city!
i mean it's really ridiculous, there are 50 buildings reporting piled up garbage and very close to a garbage facility and it's only sending out one ore two trucks?!

i read a lot of threads dealing with this and slowly i'm sure that it must be a bug. how is it to explain that garbage facilities only send out a fraction of available trucks when left and right the trash piles up? other services have no problem to reach their destination

One thing you might want to check is if the buildings are actually accessible.

Lots of people use roads together (poorly) which may be nice to look at but there is zero functionality and the same happens with building placements.

If you are having an issue where the vehicle count randomly flickers between 0 and 1, or 2 and 3, etc then it is most likely the case that there is one specific truck which is attempting to path its way to another building but unable to do so.

1. Make sure the roads and pathway are actually accessible and functioning properly.
2. Do the same for the buildings respectively, make sure they are not placed incorrectly or blocked off on any access points
3. Make sure that the total distance travelled (particularly if you have a lot of lengthy one-way systems) are not too overbearing. If the travel distance for the loop is simply too much, then you will end up having a loop bug from that also which will then end up with many of the service vehicles being "stuck".

Hope that helps! ^^

I would agree with Imperfacto, make sure the roads and land is level when it comes to laying dowm landfills.

Also check mods. I dont have this problem with landfills or even with a downloaded recycle center.

thanks for your hints, i actually have the switching vehicle count but how could i locate that one truck not finding his path? i'm checking now previous savegames since the problem occured just before some days

ouch! i found out that i accidentally set the old town policy for the whole city. i reversed that and now garbage trucks begin to spawn normally again. but why in god's name does this policy affect garbage trucks?

Do you have any custom created vehicles acting as garbage trucks?

Make sure you don't have oneway roads with a dead end. At least in my case this causes a bug where garbage trucks won't spawn.
