i mean it's really ridiculous, there are 50 buildings reporting piled up garbage and very close to a garbage facility and it's only sending out one ore two trucks?!
Lots of people use roads together (poorly) which may be nice to look at but there is zero functionality and the same happens with building placements.
If you are having an issue where the vehicle count randomly flickers between 0 and 1, or 2 and 3, etc then it is most likely the case that there is one specific truck which is attempting to path its way to another building but unable to do so.
1. Make sure the roads and pathway are actually accessible and functioning properly.
2. Do the same for the buildings respectively, make sure they are not placed incorrectly or blocked off on any access points
3. Make sure that the total distance travelled (particularly if you have a lot of lengthy one-way systems) are not too overbearing. If the travel distance for the loop is simply too much, then you will end up having a loop bug from that also which will then end up with many of the service vehicles being "stuck".
