No students at my Universities - Campus expansion

So I have 50k+ residents and it says eligible students for university 1700 and under it, it says 100% graduates.
I can’t increase attractiveness of campuses if no one attends apparently all my residents are born with a degree in hand.
Is it a mod that is breaking my game or wth is going on.
Someone plz help

Remove all of your existing universities and only use the campus. Then wait a couple of generations for your youth to progress through the education system.
Don't ask us if it's a mod. You should know what mods you use and if you don't know how they function, you shouldn't be using them anyway o.O

Thx, that was my problem, I had only 300 Students, but 31k possible, then after deleting all 6 Universities the Students came and made the campus a no more to expensive place.
