server.eac 0 | 1 (Enables / disables Easy Anti Cheat with 1 (enable) or 0 (disable) Do not include the | in your CVAR). Only 1 or 0 are required).
Once that setting is saved in the server.cfg you can start your server and EAC should be disabled. You can kill the EAC process the Rust client spawns in your task manager.
This problem is with many EAC protected games. Many are sick of it all and throwing EAC (or even Rust too) out the airlock so don't worry, you're not alone.
Don't absorb the flack you will get over this either because you are not alone by far and many people are ditching EAC and even Rust because these sorts of things are a constant problem many are sick of dealing with.

Isn't it really awesome to have a video game that lists servers, but doesn't have a server filter after four and a half years? The game even left Early Access without something so simple as a server filter. Even though it's pretty much a standard for every video game out there today, it's not a thing in Rust. Why is that no surprise? heh
The developer doesn't have a filter in the game client. They want to force people into EAC and thus if people are banned justly or not, there is the chance the bans might not be lifted and therefore people would be more inclined or likely to buy the game again. Lots of money is made from banned players.
As per your problem though, it is one that keeps returning to this game. Try deleting C:\Windows\SysWOW64\EasyAntiCheat.exe (assuming you're on Windows), verify your game files, run Rust again to see if that helps.
You could try and launch Steam as administrator and run the game too, but only use that as a last resort to have EAC fix itself since it's not generally a good idea to give third party software administrator privilege over your computer. Some say this has helped them, so it's an option you can try. Whether it will work for you I can't guarantee.
EAC just needs to get their act together or Facepunch Studios needs to add a filter to their game client so people have the option to completely avoid EAC protected servers to dodge these kinds of bullets. This is a recursive problem that keeps people from playing the game on a constant basis and has chansed this game since it left Early Access and prior. If they can't sort this problem out, they should consider moving to another anti-cheat company because things are obviously not working out well with EAC.
When you constantly see problems about EAC on this message board, it's obviously a problem by game or anti-cheat design and Rust is already plagued with obsoleted software so I'm sure you can do the math on why this is happening.
