Digital Deluxe Edition will give you two weapons and armor to the game and some other stuff:

Cerberus network key unlocks couple of extra missions and some ingame weapon/armor, etc.

Game key and Cerberus key can be also added to Origin. Other ME2 DLCs can be bought from either Origin or Bioware site, since they are not available in Steam. Steam version of the game can use all those seperately installed weapons/armors, DLCs, etc.

The 4 that actually add gameplay and are worth playing (if you choose to spend money on them) are
Kasumi - Stolen Memory
Overlord
Lair of the Shadow Broker
Arrival
Those last two act as a "bridge" between the story of ME2 and ME3 and would be the most important of the DLC.
The Lair of The Shadow Broker I would say is the best of them all, followed by Overlord then Arrival then Kasumi - Stolen Memory (though just because I list it last doesn't mean it's not good) and Kasumi can be used throughout the story of ME2.
Also the order is simply my own personal opinion, I'm sure others have differing ones.
You need an EA/BioWare account
Then you go and log in and redeem your cerberus network code (which should come with any copy whether from Steam or elsewhere) here: http://social.bioware.com/redeem_code.php
Then you can download them from here: http://social.bioware.com/user_entitlements.php
Then install them.
Then you'll need to log in to that same account on the game's main menu to authorise the DLC (you only need to do that once, log in isn't needed after that)
