- Update graphics drivers
- Run windows update. There may be direct x updates that haven't installed.
There's also a more involved bit where you restart in safe mode, use a program to completely uninstall old graphics drivers, and then reinstall newest ones.
You could also try the compatibility troubleshooter on the game executable and setting it to run as administrator. Verify integrity of game files. You probably tried all this but it's all I've got.
Edit: The main reason why games have a Minimum requirement of "Windows 10" is because of DX 12, usually...
