What version of Windows are you running? Have you got the game running in borderless windowed mode? Have you tried rebooting and running DP before anything else (other than RTSS and Steam?).
As for it "looking janky", the game certainly does always look a bit janky. But when running correctly at 60fps the framerate is nice and smooth for me. Are you sure RTSS is running and dp.exe is added to it? That is the most important part of getting it at a steady 60fps, without that it often drops to 45 and suffers from bad frame pacing.
I have windows 10, and I seem to have fixed most of my problems by running DP.exe in windows 7 compatibility mode and by uninstalling RTSS, then uninstalling Afterburner, then reinstalling RTSS, and then reinstalling afterburner. Incidentally, I found a new DP.exe that skips straight to the "start" menu. This was incredibly useful in my several hours of trouble shooting. This new .exe can be found in a link to a zip file in the second post, under the title "What this package contains."

LOL. Funnily enough I forgot to start RTSS yesterday and was surprised as the game decided to run fine without it for a change. Did not do any driving though.
I wouldn't if I were you. Entire game runs at under 25fps. It is horrible and nausea and headache inducing. I was so immensely disappointed with that release. Way more so than the PC version, mainly because Durante had it mostly fixed within hours of release (and because it was better than the PS3 version even unfixed). If you can deal with the crappy over the shoulder camera, then the 360 version is better. But I would strongly suggest sticking with the PC version and accepting that you may need to reboot a couple of times during your playthrough when you hit a bug like that.
TBH in my last playthrough, I only needed to reboot once during a car driving bug and restarts the game one time when I fell through the floor in the hospital, lol.
It's still the best version. Hope we get an actually decent version one day. Our best bet may just be when a decent PS3 emulator can run that version at higher resolutions and 60fps.
I presume you have DPfix installed and the MHZ set to 60? Do you also have RTSS running? Are you running windowed full screen?
If you have all those things but are getting under 10fps, maybe try a reboot or running it without RTSS (for some reason it runs better without it for some people. But for most it runs much better with it).
I start at 60 FPS, but everytime I load into a new area I loose about 15 FPS, until I bottom out at about 15 FPS. This uaually means I get about an hour of gameplay before the game is so buggy that I have to restart. Rather than restarting I just play something else. I like the story and the characters, but I HATE playing the game.
Odd. Not heard that one before. How are you running it? Borderless windowed? DPfix? Resolution? RTSS? What GPU? OS? Compatability mode?
Have you tried V-sync off?
Do you have the same issue without DPfix?
