If it does, the usual solution is to delete the "RUSTMods.cfg" file under "\Steam\SteamApps\Common\Viscera\UDKGame\Config\"
Also if it's still screwy, deleting the "Manifest.ini" file under "\Steam\SteamApps\Common\Viscera\RUSTDownloads\" may help.
The file "RUSTMods.cfg" does not exist under the Config folder at all. I even took a screenshot of the entire folder to show you - http://prntscr.com/967htb
The "Manifest.ini" file does not seem to exist either because the folder you identified as "RUSTDownloads" also does not exist under the Viscera folder at all - http://prntscr.com/967ikx
Do you have any idea how I should proceed from here? This issue really is getting on my nerves.
Have you tried running both the 64bit and 32bit versions? Do neither work?
Another possibly cause could be that you are somehow missing the required DLLs. Have you tried verifying the game cache? There should be several files under the "\Binaries\Win32(64)\UserCode\" folder.
Also, could you post the contents of your Launch.log(UDKGame\Logs\) file here after attempting to activate and let the workshop implementation run for a little bit.
Also, have you tried unsubscribing to workshop content and then subscribing again?
2. Thanks a bunch, "A JANITOR," for instructions. I'll get right on that later today! (It's 2:36 AM...) I'm not entirely sure how to "verify the game cache." Could you quickly shoot me directions on that or to a page with how to do so? Or, later today after I've settled down at home I could look it up myself, though I'm fearful of outdated instructions since STEAM is ever changing.
3. Definitely expect an update on this post soon or maybe just an entirely new post, I will be sending the files in the log after I've settled down. I'm off the computer for tonight and about to go to bed at the time of posting this, so I can't do that just yet.
4. Yes, I have on multiple occasions attempted subscribing and ubsubscribing in various different ways in order to get VCD to detect changes. No successful attempts thus far.
1. When verifying the game cache, STEAM told me that six of the files were missing, and that they would be acquired. Starting up the game after that, it redownloaded the Microsoft redistributable and all that, had me agree to the TOS again, and then brought me into the game. I was welcomed with the persisting problem, and after checking the game files, nothing at all has changed.
2. Following this is the log file that was created after sitting inside the menu for an entire hour, disabling Workshop once at the beginning, reenabling, and letting it attempt to do its thing for the duration of that entire hour.

The engine cannot interface with the required DLL file.
Can you confirm that you have the file? "\Binaries\win32\UserCode\RUSTClient.dll"
If you do not, you may need to acquire it. Although you did verify the game cache, so if it's not there that would be very odd indeed...
The only other option is that your machine for some reason does not like the DLL, either because of some incompatibility or due to some sort of restrictions.
This could be lack of administrative privileges or an active ant-virus, or perhaps even that the game is in program files.
First and foremost however, it's probably due to your windows version. What OS are you running, windows 10?
Otherwise, I am running Windows 10.0.10240. Does Windows 10 happen to have a problem with downloading the proper files for VCD? It seems like normally my ticket out of this would be that RUSTMods file and Manifest file you mentioned earlier, but I have neither of those, even after verifying the game cache with STEAM.
DLLs are the first thing to freak out with different windows versions though.
Can I get confirmation from others using windows 10? Can any of you use the workshop implementation?
It's unlikely that windows 10 has an issue with the downloading, just that it doesn't like the DLL.
Not much you can do in that case I'm afraid. We've not been able to adequately add win10 support for the DLL as we don't currently have a windows 10 machine, so we're not sure what in particular it doesn't like about it.
Looking it up and roughly analyzing, it seems that this isn't the only time Windows 10 has popped up with .dll files missing. Windows 10 downloads have yielded missing .dll files before, and one of the famous cases seems to be with Apple's downloadable iCloud.
Oh well, I'll work the best with that I've got, maybe even become ultimate master of VCD before I am able to begin using Workshop maps. At least I'll be more then ready to take on their challenges by the time I have access.

You can find the correct exes under "\Binaries\Win32(64)\".
They are both called UDK.exe
If all else fails, yes you can maybe ask the individual workshop creators if they can make the files available to you via drop-box or another cloud storage site.
do try compatabillity mode on Rustclientproccess.exe for win 8 or 7 or xp start vcd n see if workshop start working?
if it doesnt work change compatabillity back to win 10 on vcd's exe files!
failing that ask me and I will post my levels on dropbox so you can play them with workshop disabled?
9 maps is a big peice of the workshop cake:)
heres an experiment to try=
copy the entire viscera folder to the desktop then start the game from the binaries folder (have steam client open 1st) and see if workshop start working before I start dropboxing maps to you:)
windows defender might be preventing anything from being saved in the program files folder=windows bug that thinks administrator is a guest??? I can fix that too=take ownership of c drive as admin in user settings to gain read and write access to program files=lets games read dll files lets game save a save and lets game write new files that dont exist yet/used to stare at it thinking WTF why cant I save a map in the mods folder error box access denied you must be adminstrator to perfom this action=I am administrator stop telling me I am a ffffffffing guest!???
I had to fix that bug before I could save my 1st workshop level to say goodbye to access denied errors in program files??
reinstalling windows just makes same problem happen again must fix manually?
try saving a simple txt file in the viscera folder in program files if it doesnt let you save than this is why workshop wont work as admin think your a guest bug in windows defender:)
if windows is the problem fixing this annoying problem will fix every game in program files that chucks errors:)
SuperDean has windows 10 and he can download vcd maps off workshop just fine and I can join them in multiplayer from windows 8.1:)

the above "windows defender administrator thinks your a guest bug" came with my new pc 1st time I turned it on I had the exact same problem vcd missing files and workshop not working????
dominoe effect=workshop not working in goat sim/rooks keep/any game until fix that bug then they work!
lots of F words were said to my new pc's 1st week of life until fix that microsoft administrator bug
