When you play Sandbox you have to find a way to declare independence or you lose the game if you start in the Colonial Era, and you keep playing through each era on the same island until you lose, reach a goal (if you set any in the options), or give up on the run.
I mean, other than the part where a 'tutorial campaign' has different mechanics than the rest of the game, that are not explained.
First of all it's not a tutorial, that's just his (very strange) opinion, when the campaign takes easily 50 to 100 hours to complete.
Sandbox is not "the game" it's a fish bowl with no actual goals and no purpose.
Also, it is explained, if you actually pay attention to the story during the campaign you are very clearly told how you are jumping through time and controlling each island at different points in history. Perhaps it's easy to miss if you aren't listening, but every mission of the campaign is a clearly explained point in time and then your purpose is revealed as you develop time travel.
