its always funny when people who says steam is perfect blame the devs on systems steam controls lmao
To be fair, Steam changed this a while ago specifically to counter rampant abuse and did so at the request of its users who were whining non-stop about it. There were a lot of other issues back then too (game gifting sales/trades), but ya this was one of them.
It's a classic case of can't please everyone, but in general it was a good idea I think, especially back when when devs used to be allowed to sell bundles and packs and offer giftable extra copies. Because it's not fun being gifted a game you enjoy and just having it ripped from you while you're in the middle of playing it.
And in this case, it's mostly the dev's fault since they could have used a universal system like many other games. For instance, a code that you put in on their site that generates a detached Steam key for the beta. This is what a lot of developers do. For some reason, Concord's devs did not.
Some advice: use that brain from time to time instead of being as blindly spiteful as the people you're hissing at.

And no, i have not seen any game on steam that does the nonsense you are talking about, NONE, the closest has been other launchers like ubisoft, which has always given multiple keys out, and even they send the keys through internally.
It makes perfect sense that you cant just go in and buy it, give out the 4 keys and refund instantly, and then just have someone else do the same to give everyone keys for free.
How about you read your own post instead of coming with snide stupid comments about how they should have done something nobody does.
How about you actually read my post, calm down and stop being emotional, and take my advice and use your brain?
If you haven't seen any game on Steam do the 'nonsense' I'm talking about, "none," then sorry, you're obviously new to Steam. Most games use invites or detached codes. That's why people give out codes to strangers, because they're not usually tied to your account in any meaningful way. The way they're doing it here is not typical.
And I didn't say it's a Steam limitation, I said the system was changed to avoid multiple kinds of abuse.
What's ironic is that even Valve does the way Concord should have because it's simply the smarter way to handle betas like this; they even did it with the Dota 2 beta waaaaaaaaay back and again with Artifiact and shall we say possible future projects that may or may be ongoing testing currently.
But no games have ever done it, right? Derp derp.
Anyway, whether or not you want to throw a tantrum about it, this is the dev's fault because it was their choice, and probably out of laziness if not simply Sony once again misunderstanding Steam and taking the less efficient path.
Not Steam's fault. That's kinda it.
