I recall from "somewhere" that it has been stated that you can't link the accounts until the game is released.

The specific offer we are talking about says "Link your Steam account with your account for PlayStation™Network and unlock two in-game items while your accounts are linked: Nora Legacy Outfit. Nora Legacy Spear."

So that's pretty clear - if you link the accounts, you have access to those two items.

I don't know that we have the stats on those items, but they are probably fairly low-tier, so basically just cosmetic or for people with the collector mentality who have to have every last possible thing.

There is a separate pre-order offer which I think is just a duplicate of the pre-order offer on the DLC on PS5, and (as far as we know) does not require linking accounts.

Basically the spear has the exact same stats as the default spear you have, so the above one is strictly only a cosmtic. The outfit meanwhile also have mostly the same stats as the default outfit you start with ( https://horizon.fandom.com/wiki/Nora_Anointed ), except it trades Shock resistance for Plasma resistance.
