Max governing capacity
After 30 years of playing I am close with France to the maximum capacity of 500. I am now at 493. What happens when I get over it by completing my diplo-annexing of a vasal or making Bruges into a state? Do I immediately get the max penalties of being over the capacity?

No, as I understand the mechanic, you get the max penalties once you are 100% over the limit, or have reached 200% of max GC:

So, to get

+100% Stability cost modifier
+100% Advisor cost
−50% Improve relations
+20% Core creation cost
+50% Aggressive expansion impact
-1 Militarization of state

you need to have 500+500=1000 GC

If you have 750 GC (500+250), you will have 50% of those penalties.

If you have 505 GC (500+5), you will have 1% of the penalties.

If your base GC is 500, then each 5 GC over the limit raises the penalties by 1%.

yes you get the penalties immediately and they scale per % you are over your limit . Penalties can be found here https://eu4.paradoxwikis.com/States_and_territories#Governing_capacity so better built some courthouses in all your provinces or take the estate edicts to increase it.

increasded AE and less improve relations easily lead to a restart

No, you'll get a percentage of the following modifiers:

+100% Stab Cost
+100% Advisor Cost
-50% Improve Relations
+20% Core Creation Cost
+50& Aggressive Expansion Impact
(-1 Militarization of State)

You only get these amounts of penalties if you are 100% over the limit, so in your case if your development in states without any redcution modifers was 1000. In your case you probably will only get a small debuff, but it may be better to keep getting more vassals (which of course depends on whats happening in your game).

France is rich as hell, so be sure to spam Courthouses in provinces outside your capital state, they will reduce governing cost by 25% which is huge.

Hmm yea, thanks! I just did some upgrades in my provinces in terms of development, but so far it doesn't increase my gov capacity. I though this was a sum of all the development?

You can increase your capacity with your estates, admin tech, increasing government rank, and some ideas. Increasing development in your provinces increases how much of your capacity you are using (unless it is in your capital area). The capacity used is 1/development in any state other than the capital, .5/development for trade company provinces, and .25/development in territory areas.

The capital state only uses 1% governing capacity, so you can develop that area a lot with minimal impact on your cap.
