I doubt it's anything against the rules, it's as Adamant said, more a nuisance. This soundtrack is already on steam but only in a bundle so it's not something they specifically have to create, only alter it, we aren't asking even for them to give it for free while it is free on their website (though would be nice) even if we could just buy it seperately.
And there are alot of devs who got away with alot bigger stuff, like broken games and such.
But it would take them just 1 click and they seemingly refuse to do so for whatever reason.
Thing with steam is usually when you have some items in any pack and it's on sale, you won't really get a discount as usually just rebuying the whole thing is still alot cheaper then only buying what you miss.
This is also by far not the only bundle with an item that can't be bought seperately, and contacting steam is as useless too they won't do anything either.
I would have gladly bought the bundle to finish out my Anomaly collection, but not like this.
