I do share a quality with the OP in that I have an AMD CPU
CPU: AMD Ryzen 7 1700 1.375V @ ~3.8GHz
OS: Windows 10 Professional 64 Bit
GPU: AMD R9 Fury 12GB
EDIT: Have just tried validation/reinstall as per suggestions in other threads. Nothing. It still stutters. I'm also having the issue where alt-enter will not put the game into fullscreen anymore and in failing to go to fullscreen it messes up the resolution of the UI.
EDIT: I'm running Windows 7 64 Bit. Starting the game using "StarpointGemini2_win7.exe" the videos run fine, but the game completely freezes once I choose a player type and click "next". "StarpointGemini2.exe" has freezing videos, but I can click next and a large cinematic starts. Video freezes after ~10 seconds and I can only hear the narrators voice...

no save file (& save file unrelated) since the introduction cutscene does it.
honestly I would think it might be CODEC related...
I use VLC myself so I have zero codec pack installed.
also windows media player uninstalled too.
I'm pretty sure the issue lies with the "theora CODEC" used to encode the video. it probably requires some more components to be played correctly
for reference the movie files are stored in :
.\Steam\SteamApps\common\Starpoint Gemini 2\Spg2\Movies
edit: also same issue with the LgmLogo.ogv & pretty much all cutscenes in fact
edit2: installed k-lite codec pack standard, no changes.
