I think XP looks a lot nicer to work with. Don't expect windows .exe creation on 2000, 2003, or XP. VX Ace has .exe creation. All versions use the programming language Ruby. Ruby is very friendly, teaches good programming habits, is a capable language, and has wonderful tutorials for free on the web.

MV, the newest version, uses Javascript, which is terribly annoying, but quite capable. It added hosting a game on a website.

Both seem to run fine. XP looks better.

Since you don't know how to script I would say go for 2003. The eventing system is a bit more powerful in the older makers plus 2000 and 2003 have a huge wealth of resources made for them all over the web.

I definitely recommend you RMXP to start with. It has all the basics needed to make a simple game, but it also has RGSS scripting and much better graphics, so once you're done with learning it you can make a seriously good and complex game. RM2k3, while it's definitely superior when it comes to event-based scripts, it doesn't allow you to do as many things as RMXP, so you're stuck with what the editor offers.
You can always make a rm2k3-alike game with RMXP, but not vice versa.
