I have the same question. I played both in the early days, but it's been a while. Don't remeber much concerning differences.

2K3 does more out of the box than XP does. It's user friendly, includes a sideview battle system by default (which was not done again until recently with MV), and includes some features that have never been brought back, including perhaps a more robust data base for item creation.

It lacks scripting, but some patches have been allowed to create more flexibility. And it also includes facesets and world map pieces (such as ships, boats, airships).

Patches are not allowed for any of the other makers (as it breaks the EULA). At this time, I don't even believe patches are allowed in RM2000, just RM2003.

XP, however, does have better visuals and layering, and it introduces scripts, which allow the developers a lot more flexibility in designing the game they want. However, facesets have to be added in via scripts and series of events, and getting a world map into XP will take some effort.

You also receive probably one of the most extensive RTP's in XP, more so than any of the other makers, although the audio for 2K3 isn't too bad either.

Between the two, if you are just starting out with RPG Maker and looking for a more user-friendly setup, 2K3 will give you the most at default, but creativity will be limited by lack of alterations you can make to the program and may require you to think outside of the box or get... well, creative.

XP is not quite as user friendly, but it does offer more features once you figure out scripting, and the layering system is something that has not been brought back to the same extent since. Plus the resources are immense.
