I have the exact same problem. I bought Tom Clancy's Splinter Cell Blacklist yesterday because it's on sale and installed it today. When I try to launch the game either by double clicking the shortcut or click "play" on steam, it says "Failed to contact key server". :(

I am in India, by the way.
