Stuttering / lag problem (SOLVED)
There have been many complaints that this game lags and has a really bad stuttering problem. This is a quick fix for that problem. Please read all before you do anything.

If you have an Nvidia graphics card, do this;

- Go to Nvidia Control Panel settings.

- Choose the Manage 3D settings.

- Select Global Settings tab.

- Use the Restore button to load the Nvidia optimal settings.

- Find setting called Maximum pre-rendered frames. Usually you would want to leave this as it is but in this case, change it to 4 or whatever is the maximum you can on your machine.

- Apply the changes

OR

After resetting the global settings;

- Go to Program settings tab

- Add tropico3.exe to the list you see there

- Select Tropico 3 from the list

- Change Maximum pre-rendered frames to 4. This way the change does not affect all the other games you might play.

- Apply the changes

I have tested this on Windows 8.1. This fix might also work on other operating systems, if you have the correct drivers installed.

Something similar might work on ATI / AMD Radeon cards but you have to try that on your own because I don't have any modern Radeon cards available to test on.

Okay this is going to be little tricky, but maybe worth it for ATI / AMD users.

Please keep in mind that these settings will reduce the lag / stutter to minimum so the game is playable once again, but I still experienced some stutter once in a while but it’s so bad anymore.

I was able to test this only with an old ATI Radeon HD 4830 on Windows 7 with old legacy drivers (13.9 legacy vista win7 64 dd ccc whql). At frst the lag was so bad the game was unplayable, but I changed few things around the Catalyst Control Center also known as CCC.

- Open the CCC.
- Open the Gaming tab.
- Select the 3D Application Settings.
- Under the SMOOTHVISION HD: Anti-Aliasing, enable the Use application settings and make sure the Filter option is Box.
- Under the SMOOTHVISION HD: Anisotropic Filtering, enable Use application settings.
- Catalyst A.I. needs to be disabled, so select the Disable Catalyst™ A.I.
- Minimap Detail Level ,change it to Performance.
- Disable the Enable Adaptive Anti-Aliasing.
- Enable Triple buffering in OpenGL Settings.
- Apply the changes and go play Tropico 3.

Now this is totally not tested but on the new AMD Radeon Crimson drivers these settings SHOULD work.

- Open the AMD Radeon settings
- Select Gaming tab
- Select Tropico 3 and/or Tropico 3 Absolute Power depending what you have installed or go with the global settings if you feel like it
- Enable OpenGL Triple buffering
- Set the Shader Cashe - off
- Set Tessalation Mode to Use application settings
- Set surface optimization – on
- Set Texture Filtering Quality to Performance
