Hit % a lie? most likely not, but interresting.
So i was frustrated with missing 80%-89% chance to hit my first time through dead mans switch, and noticed it again on my second character. On the third one i counted how many times this happened for dreks and giggles and here's what i got - Out of 264 shots (including spells, special gun abilities, and matrix attacks) 161 missed. YET i was also counting 50-60% chances and i hit 73 times out of 119. I'm certainly NOT complaining, nor saying there's anything wrong, it just seems for my luck i'm better off flipping a coin. Maybe it's because i'm half Irish. baddump ching.

Missing constantly at high percentages makes it seem more like rolling dice in a tabletop

I do enjoy rolling up to 14 six sided dice at once for an actual reason. Again i'm not saying it's screwed up, if anything i think it's great to encourage the "Coyote has one action point left and the ghoul next to Jake is going to kill him 48% chance to hit" type shots.
I wonder if the hit percentile accounts for all the buffs a character can have on them to avoid being hit. Like Dodge for instance. The game doesn't tell you if the miss was because of dodge or if it was just a missed shot in and of itself.

Dodge and quickness is reflected against the hit percentage you see. Same as cover and debuffs...the hit percentage shown is the total cumulative effects.

I was wondering if difficulty had a hidden accuracy modifier, but it appears not.

If anyone else wants to record thier hits for 80-89% i'd love to see the results. It just struck me as odd that the 80s seem to be fudged a bit
Unfortunately this kind of problem is really hard to test.

I could believe something is wrong, the game has no shortage of bugs, but ya, this would be really hard to test either way.

Not really. It's a matter of repetition. If a large number of players recorded their hits for a given hit chance, we would know if something is wrong pretty quickly.

It makes me feel like digital dice are always rolling in the background, like it was with Temple of Elemental Evil back in the day (an old D&D game) which i'm really thinking is what they've got going on.

I think its really cool, but at the same time frustrating as hell, because that 80% really means 'You're gonna miss this 20% of the time or more, or ...whenever its really inconvienent in a fight lol '
I've been standing point blank at someone with a 99% chance to hit with my assault rifle at thier face and completley missed every shot.
Then, I shoot some guy from across the room with a shotgun as a last ditch effort to survive with a 17% chance to hit... and completely blast the♥♥♥♥♥♥out of him with a full critical hit.

I love this game, but uughh. Those dice rolls are freaking nuts.

If you get an accuracy buff or a de-buff the percentages displayed on the target does reflect that change. The percentage to hit displayed on a target (IMO) SHOULD incorporate ALL modifications. However, for some reason it just does not. Hope they fix it.
