"Fog of War" & "Continuous Intake" Options?

I have tried four different times now to start a new file with either the options on or off. But no matter what, they act as if they are enabled. This meaning that unpatrolled areas are always grayed out, and there is always a daily bus to deliver prisoners. I understand these options are meant to add challenge, but as a beginner i wanted to start in a novice way with an "all seeing eye" and a controlled intake of prisoners. So are these options actually available as options, or is it just there to show what the davs are adding in the next update? Any help would be great.

As far as I can tell, it's only the fog of war option that's bugged out. Changing one of the values in the .prison file to FALSE turns it off. As for Continuous Intake, go to the clipboard menu and look at the prisoners list. Change the green "open" sign to "closed", and you'll stop receiving prisoners.

Ohhhhh ok! Thanks! all this time i thought that the open/closed option meant any prisoner in the category of normal would have their cells locked. haha wow. i appreciate the help!

turning them off is your best option, as stated, if you're having trouble with other parts of the game too, this guide explains what the contents of the .prison save files does.

Frig, I never thought to try the Open/Closed option. I'm an idiot sometimes.
