Prison time speed difference?
Is it just me, or do prisons have different minute per second speeds? I have on prison that passes time at 1 mps, but other prisons I download have 2mps. Anyone else notice this?

PS: It's not computer slowdown due to size. My "fastest" prison is bigger than the "slower" ones.

It's a feature. In small maps, the clock runs faster, in large maps, the clock runs slower to give the inmates time to get from point A to point B in roughly the same ingame time.

So does this mean the whole game is slower on large maps? Not just the time scale?
I'm assuming everything runs slower on a large map, even the staff and prisoners. If only the time slows down I really regret going with medium map. Prisoners are so slow to get somewhere.

No, they move at the same speed on different map sizes, they just slowed the time down on larger maps so the people can traverse the same percentage of the entire map in the same time.
