You can self impose your own handicap without needing a new mode for it
Yes only thing though it could be like escape mode, you build your prison then spawn in as a guard in the reception

Like I already said, it will get very bored very fast, because there no challenge. If you want to play as a guard there is a game that is being released soon its name is Prison Simulator, where the sole purpose of the game is to be a guard.
So to repeat, you want a more boring version of warden mode with less to do

You could just load up a prison in warden mode and walk around, because that's all you will have. Guards don't have a bunch of things to do, they walk a prisoner from the entrance to a cell and then patrol doing nothing
