Turn off Film grain and distant blur fix.

I saw there wasn't anything here about fixing these things so here ya go
Open the console with ctrl ~ and enter
pp_blur_enable 0
pp_film_grain_enable 0
This will turn those 2 annoying things off and it'll write the option into your profile file so you only need do it once.

I beliebe pp_blur_enable is motion blur and pp_screen_blur is the post processing effect. I do agree though that the game looks far better with film grain and blur off. If only I could get the resolution commands to work so I can downsample. I'm pretty sure my auto exec is entered correctly so I assume it must be something to do with AMD cards not being able to properly downsample past 12.6.
