Is there any point to using Tactical Reload if I'm already using Stability for Sharpshooter?

The reload speed is increased by 20% for stability, does this stack with tactical reload, or am I already capped out with stability?

It stacks. I use it for first few waves as it helps reloading with the winchester and on boss wave for spamming railgun.

Mostly depends on how you handle early game.
It does stack as well.
You can switch between them after the game's in progress between waves.
