are they always active or do you need to have the item selected, for example gold tables 1o percent gold bonus, do you need to have it out or is the effect always active?

I tried to launch the game and was faced with a paradox login screen. I did not remember my login so closed the game and tried to open again. Now it is stuck on the loading screen with an endless hourglass. Have tried uninstalling and installing again, running in administrator, compatibility mode. Nothing works...

So earlier today I started the game, seemed solid. Had to do some IRL stuff and closed the game. 3 hours later I get back to PC and boot the game to continue, it gives the Paradox logo and then an endless hourglass screen but nothing happens; mouse nor keys do nothing. Worked fine on first startup and my PC handled much heavier games well mere days ago. What is this hourglass and is there a way past it?...
